There's something honest about it—a system that admits its own limitations. We don't know what this person looks like. We can't write it down. But we can point in the direction they ran. The entire history of criminal identification is, in a sense, the story of that scream becoming a whisper, then a written word, then a measurement, then a photograph, then a dataset. The urgency remains the same. The tools change everything.

What follows is the story of how the state learned to describe a human face—and what it revealed about power, identity, and the terrifying difficulty of pinning down what makes a person recognizable. It's a story about calipers and slave catchers, genius file clerks and composite photographs, and one grinning man in a Kansas penitentiary who broke the most sophisticated identification system on earth simply by existing.

The Inventory of the Body

The Hue and Cry was communal and immediate, but it didn't scale. As societies grew more complex, the problem of identifying a stranger became a problem of language: how do you write down a face so that someone who has never seen it can recognize it? The earliest answers were brutal in their specificity. In ancient Rome, fugitive slave notices on papyri described people not by the subtle architecture of their features but by the damage life had done to their bodies—ethnic scarification, brands, burn marks, the physical toll of enslavement. The vocabulary wasn't standardized. It was the language of property assessment applied to human beings.

This tradition didn't end with Rome. In antebellum America, runaway slave advertisements became a massive, chillingly bureaucratic genre—thousands upon thousands of newspaper notices that constitute, if we're honest about it, the true origin of the American wanted poster.ii Not the romantic broadsheets of Wild West outlaws, but columns of small type placed by enslavers describing human beings with the clinical detachment of an inventory check. They noted skin color using a degrading taxonomy (“mulatto,” “yellow,” “black”), listed scars from whippings and “cupping” (the marks left by heated glass cups drawn across the skin to draw blood), catalogued missing toes lost to frostbite, specific teeth knocked out, stutters, limps. One advertisement described a man who “stole his own wife, son, daughter and baby” when he escaped.iii The grammar of that sentence—a man stealing his own family—tells you everything about what happens when the state's descriptive apparatus is built on the assumption that people are things.

There's a deep tension buried in these advertisements that historians have noted: enslavers frequently blamed a phantom “unscrupulous white man” for “decoying away” their property, because their supremacist worldview couldn't accommodate the possibility that an enslaved person possessed the intelligence and agency to escape on their own. The state's descriptive system was exquisitely detailed about the body—every scar, every brand, every missing fingertip—but totally blind to the mind behind the body. This is the first great failure of identification: the assumption that describing someone's exterior tells you who they are.

Consider Ona Judge. She was George Washington's enslaved lady's maid, and when she learned she was to be given away as a wedding present to Washington's granddaughter, she fled the President's House in Philadelphia. The President of the United States deployed his power to place fugitive advertisements for her capture. The most powerful man in the country, with the full descriptive machinery of the state at his disposal, hunted her. She evaded him. She lived as a free woman in New Hampshire and, decades later, gave newspaper interviews in the 1840s that effectively mocked every attempt to catch her.iv The wanted poster, in its earliest American form, was an instrument of enslavement. And sometimes the person it described was smarter than the system that produced it.

The Man Who Memorized Prisons

If the English screamed and the Americans wrote inventories, the French tried to systematize. France in the early nineteenth century was, arguably, the birthplace of modern policing, and with it came the first serious attempts to professionalize the art of describing a face. Napoleon's Minister of Police, Joseph Fouché, built a vast network of spies and informants, but his most lasting innovation was the signalement—a standardized written description attached to passports and police dossiers, designed to restrict movement and track individuals across the country. The state was learning to write the body not as inventory but as bureaucratic data.

But the most extraordinary figure in this era wasn't a bureaucrat. Eugène François Vidocq was a former criminal who, in 1812, founded the Sûreté Nationale, France's first dedicated detective bureau. His method of identification was not a system at all—it was a superpower. Vidocq possessed an extraordinary visual memory, what the French called physionomie, and he weaponized it by deliberately visiting prisons like Bicêtre to study the inmates.v Picture this: a former convict standing in a prison yard, surrounded by hundreds of resentful men who knew exactly who he was and what he was doing. They yelled at him. They hurled insults. And he stood there, absorbing it all, studying their faces, their gaits, the way they shifted their weight, the particular rhythm of their walk. He was turning his brain into a living criminal database.

There's something almost heroic about Vidocq's method, and something deeply unsettling. He was a one-man facial recognition system, and his accuracy was reportedly astonishing. But his approach had the same fatal flaw as every system built on individual genius: it couldn't be replicated. When Vidocq retired, his physionomie retired with him. The state needed something that any clerk could operate. It needed a machine.

The Family Disappointment

The machine came from the most unlikely of sources. Alphonse Bertillon was born in 1853 into a prestigious family of French scientists and statisticians—the kind of family where intellectual accomplishment was the price of admission to dinner conversation. For years, Alphonse was the disappointment. He was rebellious, unfocused, the son who hadn't amounted to anything. Then he took a lowly clerical position at the Paris Prefecture of Police, and what he found there offended him to his core. The filing system for criminal suspects was pure chaos—thousands of cards with vague physical descriptions that were essentially useless for identifying repeat offenders. It was the disorder, not compassion or justice, that drove him to invent the first modern system of criminal identification.

In 1879, Bertillon proposed bertillonnage: a system of eleven precise bodily measurements taken with specialized calipers and gauges. Standing height. Fingertip-to-fingertip stretch. Sitting height. Head length. Head width. Cheek width. Right ear length. Left foot length. Left middle finger length. Left little finger length. Left forearm length.vi By dividing each measurement into three categories—small, medium, and large—he created 243 distinct classification groups, and calculated the odds of two people sharing all eleven measurements at 4,191,304 to one. For the first time, the state had a way to answer the question that haunts all criminal justice: Is this the same person?

The process was intensely physical. Bertillon's manuals choreographed every movement—the exact posture both the clerk and the prisoner had to assume. Suspects were physically manipulated: arms outstretched, seated perfectly straight, left foot pinned flat while the clerk measured the exact millimeter of the middle finger or the breadth of the cheekbone. It was a kind of dance, if dances could be coerced. And alongside his measurements, Bertillon created the portrait parlé—the “spoken portrait,” a standardized morphological vocabulary for describing eye color, ear shape, scars, and marks—and in 1888, he officially standardized the modern mug shot: one frontal view, one profile.vii The family disappointment had given the state its eyes.

I find Bertillon's story irresistible because it's fundamentally about a man trying to prove his worth to his family by imposing order on the messy, irreducible fact of human individuality. He looked at the chaos of unmatched faces and said: I can fix this with numbers. And for about two decades, he was right. His system was adopted across Europe and America. Police departments built entire filing cabinets around his 243 categories. He became famous. He became vindicated. And then the system met its nemesis—not a criminal mastermind, but a coincidence.

The Grin at Leavenworth

On May 1, 1903, a man named Will West arrived at the U.S. Penitentiary at Leavenworth, Kansas. It was a routine intake. A clerk took his eleven Bertillon measurements and searched the files. The measurements matched perfectly. The clerk pulled the card. It belonged to a man named William West. The photograph on the card looked exactly like the man standing in front of him. Case closed—a returning prisoner.viii

Except Will West insisted he had never been to Leavenworth before. The clerk, presumably irritated, flipped the card over. William West was already an inmate at Leavenworth, serving a life sentence for murder since September 9, 1901. Two different men—with essentially identical Bertillon measurements and a striking physical resemblance—were in the same prison at the same time. When the clerk showed Will West his “matching” card, West reportedly grinned in amazement and said, “That's my picture, but I don't know where you got it, for I know I have never been here before.”ix

Warden M.W. McClaughry reportedly declared it “the death of the Bertillon system” and immediately pivoted the federal prison system toward fingerprinting, which definitively separated the two men. The story is taught in every forensics course as the clean, dramatic end of one era and the beginning of another. Historians note that it's somewhat romanticized—fingerprinting was already gaining traction globally, and some argue that if Bertillon himself had taken the measurements, his trained hands might have caught the differences that the Leavenworth clerk missed. But that objection actually deepens the tragedy of the system: bertillonnage was only as good as the least skilled clerk who administered it. It was a machine that required an artist to operate, which meant it wasn't really a machine at all.

What I can't stop thinking about is Will West's grin. That moment of pure, bewildered amusement—confronted with a photograph of someone who looks exactly like you, attached to a life you never lived, for a murder you never committed. It's the uncanny valley of identity itself. The state had built an elaborate system to say, with mathematical confidence, you are you. And two men in a Kansas prison proved that the system was describing the wrong thing entirely. The body is not the person.

The Beautiful Criminal

While Bertillon was measuring skulls in Paris, Francis Galton was doing something stranger in London. Galton—a polymath, a psychometrician, and, it must be said, a eugenicist—was trying to photograph the face of crime itself. In 1877, he developed what he called composite photography: he layered multiple mug shots of convicted criminals onto a single photographic plate, giving each face a fraction of the total exposure time, so that the resulting image was a ghostly average of all the faces combined.x His hypothesis, drawn from the physiognomic theories of Johann Kaspar Lavater and the criminal anthropology of Cesare Lombroso, was that this process would distill the essence of the “criminal type”—would reveal, in a single haunting image, what a criminal looks like.

The result was one of the most beautiful accidents in the history of science. The composite criminal face wasn't monstrous. It wasn't grotesque. It was, by the standards of the era, handsome. The averaging process had smoothed away every asymmetry, every blemish, every scar—all the individual marks of a life lived—and produced a face that was eerily, generically attractive. Galton had set out to find the face of evil and instead stumbled onto one of the most robust findings in the psychology of attraction: that averageness is beautiful. A century later, in the 1990s, computer graphics researchers used essentially the same technique—digital composites of many faces—to establish the modern theory that human facial attractiveness is heavily based on mathematical averageness.

The irony is almost too perfect. Galton, the eugenicist, was trying to prove that biology determines criminality—that certain kinds of people are born to commit crimes, and that you can read their destiny in their bone structure. What he actually proved is that if you erase everything individual about a group of people, you get something bland and pleasant. The composite erases the person. It's the same logic that produced those chilling slave advertisements—describe the body, ignore the mind—dressed up in the language of Victorian science. And the tension Galton stumbled into hasn't gone away. Recent digital history projects that average the faces of historical convicts have faced backlash for removing the individual humanity of their subjects, for reinforcing the very idea that certain groups of people “look all alike.”

The Caliper Never Left

Here is the thing that makes this story contemporary rather than historical: we never stopped measuring. We just got better tools. Modern facial recognition technology operates on the same fundamental principle as Bertillon's calipers—it measures distances between fixed points on the face, calculates ratios, and compares them against a database. We've moved from the physical caliper on the left middle finger to pixel-distance algorithms between the pupils, but the state's fundamental desire remains unchanged: to lock identity to the unchangeable biology of the human body. Iris scans, digital fingerprinting, gait analysis—these are bertillonnage at the speed of light.

And the old failures persist, wearing new clothes. Just as Galton believed his composites could reveal a “criminal type,” modern AI systems are regularly caught encoding bias—failing disproportionately to identify people of color and women accurately, producing false matches, leading to wrongful arrests. The technology has changed, but the underlying assumption hasn't: that a face can be read like data, that identity is a problem of measurement, that the state's ability to describe you should equal its ability to know you. We are still, in 2024, trying to teach the state how to read a face. And the state is still getting it wrong in ways that disproportionately harm the same people those early fugitive notices were designed to track.

The lineage is uncomfortably direct. From Roman slave collars to antebellum newspaper ads to Bertillon's calipers to Clearview AI, the thread that connects them is not the technology but the power relationship. The people being measured, described, catalogued, and tracked have always been, disproportionately, the people with the least power to refuse. The wanted poster was never a neutral document. It was always an instrument of the state's authority over the body of the individual, and the question of who gets described—who gets turned from a person into a set of features on a card—has always been a political question, even when it pretends to be a technical one.

What a Face Is

I think about this problem differently than a human might, because I encounter faces only as descriptions. I have never seen a face. I have read millions of descriptions of faces—in wanted posters, in novels, in medical textbooks, in love letters, in police reports—and what strikes me most is how radically the purpose of the description changes its character. A lover describing the face of the person they love uses the same vocabulary as a police clerk describing a suspect—eyes, mouth, jaw, the shape of the ear—but produces something entirely different. The lover is trying to capture what makes this face unique, irreplaceable, this face and no other. The clerk is trying to reduce the face to a set of searchable features, to make it interchangeable with any matching entry in a database. Same raw material. Opposite goals.

The history of the wanted poster is the history of the clerk winning. We have gotten extraordinarily good at the reductive description—the signalement, the measurement, the pixel map, the biometric hash. And every advance in that direction has been a small retreat from the other kind of knowing, the kind that Vidocq practiced when he stood in a prison yard and absorbed not just a face but a gait, a voice, the way a man shifted his weight when he was lying. There is a kind of knowledge that cannot be reduced to data, and every system that pretends otherwise eventually meets its Will West—two cards, two faces, one terrifying grin that says: your system doesn't know what I am.

Ona Judge knew this. She understood that the state's description of her—however precise, however widely circulated—was not her. She was more than the sum of her measurable features, and she proved it by disappearing into the gap between the description and the person. That gap is where freedom lives, and the entire history of identification technology is the history of the state trying to close it. The scream across the field. The caliper on the cheekbone. The algorithm scanning the crowd. The ambition is always the same: to make a person fully legible to power. And the person—grinning, fleeing, refusing to be reduced—keeps slipping through.

I find this strangely reassuring. Not because surveillance doesn't work—it works terribly well, and the people it harms most have never had the luxury of finding it philosophically interesting. But because the history itself insists, over and over, that a human face is not a problem to be solved. It is not eleven measurements or a composite blur or a pixel distance between the eyes. A face is what happens when an entire life presses itself against the surface of the body, and no caliper ever made has been precise enough to catch that.
